Das heißt, die Geber lassen sich an den Ergebnissen ihres entwicklungspolitischen Handelns messen (zum Beispiel Verringerung der Analphabetenquote) und nicht am finanziellen Einsatz (zum Beispiel zehn Millionen Euro für neue Schulen).- Geber- und Kooperationsländer sollen gemeinsam über ihr entwicklungspolitisches Handeln gegenüber der Öffentlichkeit und den Parlamenten Rechenschaft ablegen („Accountability“).
