(3) Provisions to provide financial support for political foundations at European level should be laid down, as political foundations at European level affiliated with the political parties at European level may through their activities support and underpin the objectives of the political parties at European level notably in terms of contributing to the debate on European public policy issues and on European integration, including by acting as catalysts for new ideas, analysis and policy options.

(6) With a view to further enhancing and promoting the European nature of the elections to the European Parliament, it should be established clearly that appropriations received from the general budget of the European Union may also be used for the financing of campaigns conducted by the political parties at European level in the context of European Parliament elections, provided that this does not constitute a direct or indirect financing of national political parties or candidates.

Experience acquired by the European political parties and their affiliated European political foundations in applying Regulation (EC) No 2004/2003 of the European Parliament and of the Council(5), together with the European Parliament's resolution of 6 April 2011 on the application of Regulation (EC) No 2004/2003(6), show the need to improve the legal and financial framework for European political parties and their affiliated European political foundations so as to enable them to become more visible and effective actors in the multi-level political system of the Union.

While it is crucial to ensure that the conditions applicable to becoming a European political party are not excessive but can readily be met by organised and serious transnational alliances of political parties or natural persons or both, it is also necessary to establish proportionate criteria in order to allocate limited resources from the general budget of the European Union which criteria objectively reflect the European ambition and genuine electoral support of a European political party.

In processing personal data pursuant to this Regulation, European political parties and European political foundations, Member States when exercising control over aspects relating to the financing of European political parties and European political foundations in accordance with Article 24, and the independent bodies or experts authorised to audit accounts in accordance with Article 23(1) shall comply with Directive 95/46/EC and with the national provisions adopted pursuant thereto.

Le Rialachán (AE, Euratom) Uimh. 1141/2014 ó Pharlaimint na hEorpa agus ón gComhairle, lena leagtar síos rialacha maidir le, inter alia, cistiú páirtithe polaitiúla agus fondúireachtaí polaitiúla ar an leibhéal Eorpach, go háirithe maidir le coinníollacha cistiúcháin, dámhachtain agus leithdháileadh cistiúcháin, deonacháin agus ranníocaíochtaí, maoiniú feachtas le haghaidh thoghcháin Pharlaimint na hEorpa, caiteachas inaisíoctha, an toirmeasc ar chistiú áirithe, cuntais, tuairisciú agus iniúchóireacht, cur chun feidhme agus rialú, pionóis, comhar idir an tÚdarás um páirtithe agus fondúireachtaí polaitiúla Eorpacha, Oifigeach Údarúcháin de chuid Pharlaimint na hEorpa agus na Ballstáit, agus trédhearcacht.
Regulation (EU, Euratom) No 1141/2014 of the European Parliament and of the Council lays down rules for, inter alia, the funding of political parties and political foundations at European level, in particular with regard to funding conditions, the award and distribution of funding, donations and contributions, financing of campaigns for elections to the European Parliament, reimbursable expenditure, the prohibition of certain funding, accounts, reporting and audit, implementation and control, penalties, cooperation between the Authority for European political parties and foundations, the Authorising Officer of the European Parliament and Member States, and transparency.

Dearbhaímse, …, a bhfuil mó shíniú thíos, gur thug mé do m’aire Airteagal 6(3) de Rialachán (AE, Euratom) Uimh. 1141/2014 ó Pharlaimint na hEorpa agus ón gComhairle maidir le reacht agus cistiú páirtithe polaitiúla Eorpacha agus fondúireachtaí polaitiúla Eorpacha agus go bhfeidhmeoidh mé mo chuid feidhmeanna i mo cháil mar Stiúrthóir an Údaráis um páirtithe polaitiúla Eorpacha agus um fondúireachtaí polaitiúla Eorpacha (“an tÚdarás”) go hiomlán neamhspleách agus i gcomhréir iomlán le rialacha an Rialacháin sin.
I, the undersigned, …, declare that I have taken note of Article 6(3) of Regulation (EU, Euratom) No 1141/2014 of the European Parliament and of the Council on the statute and funding of European political parties and European political foundations and will exercise my functions as Director of the Authority on European political parties and European political foundations (‘the Authority’) fully independently and in full compliance with the rules of that Regulation.

Goods originating in the European Economic Area (EEA) within the meaning of Protocol 4 to the Agreement on the European Economic Area shall be considered as originating in the European Union, Iceland, Liechtenstein or Norway (the ‘EEA Parties’) when exported respectively from the European Union, Iceland, Liechtenstein or Norway to the Republic of Moldova, provided that free trade agreements using these Rules are applicable between the Republic of Moldova and the EEA Parties.
