(3) Notwithstanding anything contained in subsection (2) of this section, where, within seven clear days after the day on which a recommendation for reception is made, the authorised medical officer certifies that the person to whom the recommendation relates will not be fit to be removed until after the expiration of such seven clear days, the recommendation shall not cease to have effect on the expiration of such seven clear days, but, if such person is not conveyed within a further seven clear days to the district mental hospital mentioned in the recommendation, the recommendation shall then cease to have effect.

—(1) The Authority may at any time make in writing recommendations to a planning authority, part or all of whose functional area falls within the Authority's functional area, as to the content of that authority's development plan which relates to part or all of the Authority's functional area, and any such recommendations shall be considered by the planning authority which shall reply to the Authority in relation to the recommendations within three months of receipt of the recommendations.

Member States should take into account relevant country-specific recommendations adopted in accordance with Article 121(2) TFEU and relevant Council recommendations adopted in accordance with Article 148(4) of the TFEU and complementary Commission recommendations issued in accordance with Article 34 of Regulation (EU) 2018/1999 of the European Parliament and of the Council, and for the AMIF, the ISF and the BMVI other relevant Union recommendations addressed to the Member State in the preparation of programming documents.
