Le Cinneadh Uimh. 406/2009/CE ó Pharlaimint na hEorpa agus ón gComhairle an 23 Aibreán 2009 maidir le hiarracht Ballstát a n-astaíochtaí gás ceaptha teasa a laghdú chun gealltanais an Chomhphobail a chomhlíonadh maidir leis an laghdú ar astaíochtaí gás ceaptha teasa suas go dtí 2020 [4], déantar foráil maidir le meánlaghdú 10 % i gcomparáid le leibhéil 2005 sna hearnálacha nach bhfuil clúdaithe faoi Scéim Trádála Astaíochtaí an AE, arna bunú le Treoir 2003/87/CE ó Pharlaimint na hEorpa agus ón gComhairle an 13 Deireadh Fómhair 2003 lena mbunaítear scéim i ndáil le trádáil ar lamháltais i gcomhair astaíochtaí gás ceaptha teasa laistigh den Chomhphobal [5], lena n-áirítear iompar de bhóthar.
Decision No 406/2009/EC of the European Parliament and of the Council of 23 April 2009 on the effort of Member States to reduce their greenhouse gas emissions to meet the Community's greenhouse gas emission reduction commitments up to 2020 [4] provides for an average reduction of 10 % compared to 2005 levels in the sectors not covered by the EU Emissions Trading Scheme, established by Directive 2003/87/EC of the European Parliament and of the Council of 13 October 2003 establishing a scheme for greenhouse gas emission allowance trading within the Community [5], including road transport.
