RESOLUTION ON MEASURES TO PROTECT MINORS IN THE EUROPEAN UNION.
Is iad seo a leanas cuspóirí an tionscnaimh mar a chuir na heagraithe in iúl iad: “Is í paindéim an tobac an phríomhchúis bháis atá inseachanta. Déanann bunanna toitíní ar na tránna dochar comhshaoil don aigéan agus dá fhiadhúlra, tá siad ina gcúis le tinte sna coillte, agus truaillíonn siad an ithir agus an t-uisce. Chun na glúnta nua a shábháil ó andúil sa tobac, in éineacht le bheith ag gníomhú go láidir i gcoinne an bhaoil comhshaoil a eascraíonn as bunanna toitíní, agus leis an gcomhrac in aghaidh an chaithimh, is gá an méid seo a leanas a dhéanamh: (1) an chéad ghlúin Eorpach atá saor ó thobac faoi 2028 a chur chun cinn, trí dheireadh a chur le díol tobac agus táirgí nicitín le saoránaigh a rugadh ó 2010 i leith; (2) líonra Eorpach de thránna agus de bhruacha abhann atá saor ó thobac agus ó bhunanna a chruthú, rud a dhéanfaidh na spásanna sin níos sláintiúla agus níos inbhuanaithe ó thaobh an chomhshaoil de; (3) líonra Eorpach de pháirceanna náisiúnta atá saor ó thobac agus ó bhunanna a bhunú, rud a dhéanfaidh na háiteanna sin níos sláintiúla agus a laghdóidh an truailliú agus an baol tinte; (4) spásanna faoin aer atá saor ó dheatach agus ó ghal a leathnú, go háirithe iad siúd a mbíonn mionaoisigh ag dul iontu (páirceanna, linnte snámha, ócáidí agus lárionaid spórt, seónna, agus áiteanna suí amuigh i mbialanna); (5) deireadh a chur le fógraíocht tobac agus láithreacht tobac i léiriúcháin chlosamhairc, ar na meáin shóisialta, agus aghaidh a thabhairt go sonrach ar fhógraíocht neamhfhollas trí thionchairí agus suíomh táirgí; (6) tionscadail taighde agus fhorbartha (T&F) maidir le galair a eascraíonn as úsáid tobac a mhaoiniú chun a bprognóis a fheabhsú agus chun iad a dhéanamh inleighis.”
The objectives of the initiative are expressed by the organisers as follows: ‘tobacco pandemic is the first avoidable cause of death. Butts on beaches cause environmental damage to the ocean and its wildlife, in forests cause fires and contaminate soil and water. To save the new generations from falling into tobacco addiction, in addition to acting forcefully against the environmental dangers caused by cigarette butts and fighting against smoking, it is necessary to: (1) promote the first tobacco-free European generation by 2028, ending the sale of tobacco and nicotine products to citizens born since 2010; (2) create a European net of tobacco-free and butts-free beaches and riverbanks, making these spaces more healthy and environmentally sustainable; (3) establish a European net of tobacco-free and butts-free national parks making them more healthy and reducing contamination and risk of fires; (4) extend outdoor smoke and vapor free spaces, especially those frequented by minors (parks, swimming pools, sports events and centers, shows and restaurants terraces); (5) eliminate tobacco advertising and presence in audiovisual productions, social media, specially addressing covert advertising through influencers and product placement;(6) finance research and development (R & D) projects for diseases caused by tobacco use to improve their prognosis and make them curable.’

9. By 14 December 2011, the Commission shall present a report to the European Parliament and the Council on the establishment of a European fund for minor uses, accompanied, if appropriate, by a legislative proposal.
