(4) At the expiration of twenty-one days from the issue of the said circular the said Secretary shall examine the voting cards returned to him and shall prepare a list in order of the two persons who have received the greatest number of votes (any uncertainty by reason of two or more persons having received an equal number of votes being decided in favour of the licensed pilot or pilots having the longest service) and such persons shall thereupon be the Pilot-members.

(2) For the purpose of electing the Pilot-members the Secretary to the Authority shall send out by registered letter to all the licensed Pilots a circular announcing an election and enclosing a list of persons qualified under this Order to be Pilot-members, a voting card, and a stamped envelope addressed to himself in which the card when filled in is to be returned within twenty-one days of the issue of the circular.

The Commission has committed to reply with an aggregated response if a proposal triggers a significant number of reasoned opinions (i.e. at least 4 reasoned opinions representing at least 7 votes) but has not reached the number of votes necessary to trigger a ‘yellow card’.

Where reasoned opinions represent at least a third (for proposals under Article 76 of the Treaty on the Functioning of the European Union, a quarter) of all votes allocated to the national Parliaments, the so-called ‘yellow card’ threshold is reached and the draft legislative act must be reviewed.

(1) Where a poll is to be taken pursuant to this Act in a constituency, the local returning officer shall send to every Assembly elector whose name is on the register of electors for the county or county borough for which he is the local returning officer and is not on the postal voters list a card (in this Rule referred to as a "polling card") in the prescribed form informing him of his number (including polling district letter) on the register of European Assembly electors and of the place at which he will be entitled to vote.

—(1) Whenever a presidential election is adjourned in pursuance of subsection (1) of section 12 of the Principal Act for the purpose of taking a poll, and such adjournment has not been cancelled under subsection (4) of section 16 of the Principal Act, the local returning officer for each constituency shall send by post in accordance with this section to every elector whose name is on the register of Dáil electors for such constituency and is not on the postal voters' list for such constituency a card (in this section referred to as a polling card) in the prescribed form informing such elector of his number (including polling district letter) on such register and of the situation of the polling place in which such elector will be entitled to vote at such election.
