    Maidir le dídeanaithe aitheanta agus le daoine gan stát, gan dochar do na hoibleagáidí faoi chonarthaí idirnáisiúnta a shínigh na Ballstáit agus go háirithe Comhaontú Eorpach Chomhairle na hEorpa maidir le Deireadh a chur le Víosaí do Dhídeanaithe, a síníodh in Strasbourg an 20 Aibreán 1959, ba cheart an cinneadh i leith an cheanglais víosa nó an díolúine a bhunú ar an tríú tír ina bhfuil cónaí ar na daoine sin agus a d'eisigh a gcuid doiciméad taistil.

    As regards recognised refugees and stateless persons, without prejudice to obligations under international agreements signed by the Member States and in particular the European Agreement on the Abolition of Visas for Refugees of the Council of Europe, signed at Strasbourg on 20 April 1959, the decision as to the visa requirement or exemption should be based on the third country in which those persons reside and which issued their travel documents.

    Without prejudice to the requirements stemming from the European Agreement on the Abolition of Visas for Refugees of the Council of Europe signed at Strasbourg on 20 April 1959, recognised refugees and stateless persons shall be required to be in possession of a visa when crossing the external borders of the Member States if the third country where they are resident and which has issued them with their travel document is a third country listed in Annex I to this Regulation.
