    I bhfianaise a thábhachtaí atá sé dul i ngleic leis an athrú aeráide i gcomhréir le gealltanais an Aontais chun Comhaontú Pháras faoi Chreat-Choinbhinsiún na Náisiún Aontaithe ar an Athrú Aeráide a chur chun feidhme, agus chun Spriocanna Forbartha Inbhuanaithe na Náisiún Aontaithe de Chlár Oibre 2030 don Fhorbairt Inbhuanaithe, a glacadh an 25 Meán Fómhair 2015, a bhaint amach, leis na gníomhaíochtaí faoin Rialachán seo, ba cheart rannchuidiú le sprioc an Aontais 30 %, ar a laghad, de mhéid iomlán bhuiséad an Aontais a chaitheamh ar thacú le cuspóirí aeráide agus le huaillmhian an Aontais 7,5 % de bhuiséad bliantúil an Aontais a chaitheamh ar an mbithéagsúlacht in 2024 agus 10 % in 2026 agus in 2027, agus na forluí atá ann cheana idir spriocanna aeráide agus bithéagsúlachta á gcur san áireamh.

    In view of the importance of tackling climate change and in line with the Union’s commitments to implement the Paris Agreement under the United Nations Framework Convention on Climate Change, and to achieve the United Nations Sustainable Development Goals of the 2030 Agenda for Sustainable Development adopted on 25 September 2015, the actions under this Regulation should contribute to the achievement of the Union’s goal of spending at least 30 % of the total amount of the Union budget on supporting climate objectives and of the Union’s ambition to spend 7,5 % of the annual Union budget on biodiversity in 2024 and 10 % both in 2026 and in 2027, while taking into account the existing overlaps between climate and biodiversity goals.

    The Parties recognise the importance of taking urgent action to combat climate change and its impacts, and the role of investment in pursuing that objective, in line with the United Nations Framework Convention on Climate Change, done at New York on 9 May 1992 (hereinafter referred to as "UNFCCC"), the purposes and goals of the Paris Agreement under the United Nations Framework Convention on Climate Change, done at Paris on 12 December 2015 (hereinafter referred to as "Paris Agreement"), and with other MEAs and multilateral instruments in the area of climate change.
