Definition The Disaster Prevention and Preparedness Agency (also known as Commission), an Ethiopian government agency, formerly the Relief and Rehabilitation Commission (RRC), was first established in Addis Ababa in 1974 in the aftermath of the 1973 drought and famine in the two northern provinces of Ethiopia (Wollo and Tigray). It played a central role in bringing the 1984-1985 famine in Ethiopia to the public's attention, and helped to distribute international aid to the areas in need of help.
