Definition a country or jurisdiction that provides financial services to non-residents on a scale that is incommensurate with the size and the financing of its domestic economy Reference IMF Working Paper http://www.etudes-fiscales-internationales.com/files/Offshore_Financial_Centers.pdf (19.03.2009)
Comment New definition proposed in the IMF Working Paper referred to under Reference. There is considerable overlap between the concept of 'offshore financial centres' and that of 'tax havens' [ IATE:765604 ], although different criteria are used to identify them. For example, 42 of the jurisdictions included in the IMF’s 2000 list of offshore financial centres were also included in the IMF's or the US Government Accountability Office's lists of tax havens.Note Ref.: Council-EN, based on European Parliament, DG Internal Policies, 'European initiatives on eliminating tax havens and offshore financial transactions and the impact of these constructions on the Union's own resources and budget', p. 42, http://www.europarl.europa.eu/RegData/etudes/etudes/join/2013/490673/IPOL-JOIN_ET(2013)490673_EN.pdf [27.4.2016]

    fr
