- Nóta The Eurovignette Directive sets common rules on distance-related tolls and time-based user charges ( vignettes [ IATE:1737966 ]) for HGVs using certain roads. Its main objective is to ensure that road usage better reflects its true impact on society and the environment at large by introducing a 'user pays' and a 'polluter pays' principle. It also aims to shift freight away from roads onto other modes of transport such as rail and waterways. The original Directive has since been amended by two further directives: - Directive 2006/38/EC amending Directive 1999/62/EC on the charging of heavy goods vehicles for the use of certain infrastructures, CELEX:32006L0038/EN - Directive 2011/76/EU amending Directive 1999/62/EC on the charging of heavy goods vehicles for the use of certain infrastructures, CELEX:32011L0076/EN These amendments have included extending the Directive to include vehicles with a maximum permissible laden weight over 3.5 tonnes (originally the threshold was 12 tonnes), allowing tolls to be varied according to environmental or traffic management objectives, and allo wing external cost charges relating to traffic-based air-pollution and noise to be applied. - Nóta Le principal objectif de la directive est d’adapter le cadre de tarification des transports routiers pour refléter les véritables coûts pour la société et l’environnement en instaurant le principe de « l’usager-payeur » est du « pollueur-payeur ». Le texte vise également à tourner le transport de marchandises vers d’autres modes comme le rail ou les voies navigables.*La directive 1999/62/CE a été modifiée à deux reprises par:- la directive 2006/38/CE du 17 mai 2006;- la directive 2011/76/UE du 27 septembre 2011.Ces modifications permettent aux États membres de prélever des taxes sur les poids lourds de plus de 3,5 tonnes utilisés pour transporter des marchandises (seuil nettement plus bas que celui fixé dans la version précédente de la directive: 12 tonnes).*
