impact assessment of substantial amendments | impact assessment of substantial amendments to a Commission proposal
    en
Definition impact assessment carried out by the European Parliament or the Council of their substantial amendments to a Commission proposal whenever they deem it appropriate and necessary for the legislative process Reference EP-Terminology Coordination, based on:- European Parliament, Conference of Committee Chairs, Impact Assessment Handbook. Guidelines for Committees, Section III., 12 September 2017, http://www.europarl.europa.eu/EPRS/IA_Handbook_12_September_2017.pdf [29.5.2018]; - Interinstitutional Agreement between the European Parliament, the Council of the European Union and the European Commission on Better Law-Making, point 15., CELEX:32016Q0512(01)
Comment In case of the EP, these assessments are prepared by external experts selected by the European Parliamentary Research Service. It is up to the parliamentary committee(s) responsible to determine whether one or more of the amendments tabled during its consideration of a Commission proposal is 'substantial' and, if appropriate, whether it or they should be the subject of an impact assessment. [...] Impact assessments can be carried out at any stage of the legislative procedure, taking account of the time constraints specific to each reading, and provided that they do not unduly delay the legislative process. analyse d’impact de modifications substantielles | analyse d’impact des modifications substantielles à une proposition de la Commission
    fr
