    Comment The principle of common but differentiated responsibility includes two fundamental elements. The first concerns the common responsibility of States for the protection of the environment, or parts of it, at the national, regional and global levels. The second concerns the need to take into account the different circumstances, particularly each State’s contribution to the evolution of a particular problem and its ability to prevent, reduce and control the threat.     Comment Dans le cadre de la lutte contre le réchauffement climatique, ce principe "reconnaît que les États ont la responsabilité commune de contribuer à la réalisation des objectifs du développement durable dans la mesure de leurs besoins et moyens ainsi que du rôle qu'ils ont joué dans la dégradation de l'environnement. Ce principe est notamment consacré au Principe 7 de la Déclaration de Rio. D'une importance considérable pour le régime international sur les changements climatiques, ce principe a servi de fondement à la négociation de la CCNUCC et du Protocole de Kyoto."
