    Comment Cette notion est très proche de la notion visée dans la fiche 48366. Dans la directive 2012/27/UE, toutefois, cette notion exclut les utilisations non énergétiques, c'est-à-dire l'énergie primaire utilisée essentiellement dans l'industrie chimique (produits issus du pétrole comme le plastique, la paraffine, les lubrifiants, le bitume etc...).
