On 8 December 2012, at its eighth session, the Conference of the Parties to the UnitedNationsFramework Convention on ClimateChange (UNFCCC) serving as the meeting of the Parties to the Kyoto Protocol, adopted the Doha Amendment, establishing a second commitment period of the Kyoto Protocol, starting on 1 January 2013 and ending on 31 December 2020 (the ‘Doha Amendment’).

‘While recognising the demand-driven nature of the EFSI, the EIB shall target that at least 40 % of EFSI financing under the infrastructure and innovation window support project components that contribute to climate action, in line with the commitments made at the 21st Conference of the Parties to the UnitedNationsFramework Convention on ClimateChange (COP21). EFSI financing for SMEs and small mid-cap companies shall not be included in that computation. This Regulation sets out the necessary legislative foundation for reliable, inclusive, cost-efficient, transparent and predictable governance of the Energy Union and Climate Action (governance mechanism), which ensures the achievement of the 2030 and long-term objectives and targets of the Energy Union in line with the 2015 Paris Agreement on climatechange following the 21st Conference of the Parties to the UnitedNationsFramework Convention on ClimateChange (the ‘Paris Agreement’), through complementary, coherent and ambitious efforts by the Union and its Member States, while limiting administrative complexity.

In accordance with Article 194(1) of the Treaty on the Functioning of the European Union (TFEU), promoting renewable forms of energy is one of the goals of the Union energy policy. That goal is pursued by this Directive. The increased use of energy from renewable sources or ‘renewable energy’ constitutes an important part of the package of measures needed to reduce greenhouse gas emissions and comply with the Union's commitment under the 2015 Paris Agreement on ClimateChange following the 21st Conference of the Parties to the UnitedNationsFramework Convention on ClimateChange (the ‘Paris Agreement’), and with the Union 2030 energy and climateframework, including the Union's binding target to cut emissions by at least 40 % below 1990 levels by 2030.
