Tá bac curtha ag Makuei ar an bpróiseas polaitiúil sa tSúdáin Theas, go háirithe trí bhac a chur, le ráitis phoiblí ghríosaitheacha, ar chur chun feidhme an Chomhaontaithe maidir le Réiteach na Coinbhleachta sa tSúdáin Theas (ARCSS) i mí Lúnasa 2015 (ar cuireadh ina ionad i mí Mheán Fómhair 2018 an ‘ARCSS athbheoite’ (R-ARCSS)), trí bhac a chur ar obair Choimisiún Comhpháirteach Faireacháin agus Meastóireachta ARCSS (JMEC) a athainmníodh ‘JMEC athdhéanta’ faoin R-ARCSS, agus trí bhac a chur ar bhunú Institiúidí Ceartais Idirthréimhsigh ARCSS dá bhforáiltear in R-ARCSS.
Makuei has obstructed the political process in South Sudan, in particular by obstructing through inflammatory public statements the implementation of the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) of August 2015 (replaced in September 2018 by the “Revitalised ARCSS” (R-ARCSS)), by obstructing the work of the ARCSS Joint Monitoring and Evaluation Commission (JMEC, renamed “Reconstituted JMEC” under R-ARCSS) and by obstructing the establishment of the ARCSS Transitional Justice Institutions, which is also provided for in R-ARCSS.
