    Nóta Il s'agit d'assurer une concurrence équitable entre les produits importés de pays ne taxant pas ou pas assez les émissions de CO2 et ceux produits dans l'UE et soumis à une telle taxation.Selon la proposition du Parlement européen de 2019, pourrait être une ressource propre de l'UE.Le mécanisme est conçu dans le respect des obligations internationales de l'UE et des règles de l'OMC et vient compléter le système d'échange de quotas d'émission de l'UE.Il repose sur le principe suivant: les importateurs de biens produits en dehors de l'UE achètent des certificats carbone correspondant au prix du carbone qui aurait êté payé si les marchandises importées avaient été produites conformément aux règles de l'UE en matière de tarification du carbone.
