- Nóta Adopted on 19 November 2018 in the form of conclusions. The Council and the Member States agreed to fully deliver on the Compact as soon as possible, by early summer 2023 at the latest.The Strategic Compass (to be adopted by the Council in 2022) will further guide the level of ambition and define policy orientations, specific goals and objectives for civilian CSDP, among others. Once the Strategic Compass is agreed, Member States, the EEAS and Commission services will start strategic reflections on the way ahead for civilian CSDP.
