Initialement prévue à titre expérimental, la ECE devient, en 1951, un organe permanent des Nations unies. Elle se compose de représentants des dix-sept pays européens membres de l'ONU (Belgique, Biélorussie, Danemark, France, Grèce, Islande, Luxembourg, Norvège, Pays-Bas, Pologne, Royaume-Uni, Suède, Tchécoslovaquie, Turquie, Ukraine, URSS et Yougoslavie) ainsi que des États-Unis. La Commission crée divers comités spécialisés, mène des études, élabore des statistiques, offre une expertise et adresse des recommandations à ses États membres. Elle facilite la solution de problèmes économiques, favorise les échanges commerciaux et l'amélioration des problèmes de transport intraeuropéens.
