    Nóta The Eurovignette Directive sets common rules on distance-related tolls and time-based user charges ( vignettes [ IATE:1737966 ]) for HGVs using certain roads. Its main objective is to ensure that road usage better reflects its true impact on society and the environment at large by introducing a 'user pays' and a 'polluter pays' principle. It also aims to shift freight away from roads onto other modes of transport such as rail and waterways.
