Das Gericht erster Instanz besteht aus einer Zentralkammer (mit Sitz in Paris und zwei Außenstellen in London und München) sowie mehreren örtlichen und regionalen Kammern in den Vertragsstaaten. Das Berufungsgericht wird seinen Sitz in Luxemburg haben.
