- Nóta United Nations General Assembly resolution 44/236, adopted by the 85th plenary meeting on 22 December 1989, proclaimed the International Decade for Natural Disaster Reduction, beginning on 1 January 1990, and decided to designate the second Wednesday of October International Day for Natural Disaster Reduction, to be observed annually during the Decade by the international community in a manner befitting the objective and goals of the Decade.Resolution 56/195, adopted at the 90th plenary meeting on 21 December 2001, decided to maintain the annual observance of the International Day for Natural Disaster Reduction on the second Wednesday of October, as a vehicle to promote a global culture of natural disaster reduction, including prevention, mitigation and preparedness.Resolution 64/200, adopted by the 66th plenary meeting on 21 December 2009, decided to designate 13 October as the date to commemorate the International Day for Disaster Reduction, dropping 'Natural' from the name. The UN now uses the name International Day for Disaster Risk Reduction.The new name is in line with the decisions taken by the United Nations and the European Commission (DG ECHO) to avoid referring to ‘natural disasters’. Natural hazards become disasters when people’s lives and livelihoods are affected or destroyed. A hazard poses no risk if there is no exposure to that hazard, and a hazard does not necessarily have to become a disaster if we make a society resilient, which requires a global culture of risk-awareness and disaster risk reduction.
