Pour participer au SEQE-UE, les sociétés et les personnes physiques doivent ouvrir un compte dans le registre de l’Union. Pour ouvrir un compte, elles doivent adresser une demande à l'administrateur national, qui collecte et vérifie toutes les pièces justificatives. Le registre de l'Union regroupe les 31 pays participant au SEQE-UE.
