    Comment Alors qu'on espérait aboutir, à Copenhague (décembre 2009) à un instrument international contraignant, les Etats concernés se sont contentés d'un texte non contraignant, lequel "ne fixe aucun objectif officiel de réduction des émissions de gaz à effet de serre ni aucune chronologie pour transformer cet accord politique en traité international contraignant. Il en appelle à l'établissement de mécanismes en vue de réduire la déforestation ainsi que la dégradation des forêts et à accélérer le développement de technologies de transfert."
