    Nóta En dix ans (1975-1985), près d'un million de "boat-people" ont fui le régime communiste vietnamien. La tragédie des "boat-people" suscite une vive émotion dans le monde et amène le secrétaire général des Nations unies à tenir une conférence internationale à Genève (juillet 1979), où le Vietnam est invité. Sous la pression de l'opinion internationale, Hanoi doit s'engager à supprimer "l'émigration semi-officielle des boat-people". En contrepartie, l'Occident accepte d'élaborer avec l'ONU le programme ODP (initiales du mot anglais "Orderly Departure Programme" ou programme de départs organisés).
