    Comment 'The displacement caused by the conflicts in Indochina [...] tested to breaking point the capacity of states in the region to absorb the refugees. It also tested the commitment of Western states to resettle refugees fleeing Communism. [...] In the case of Viet Nam, an Orderly Departure Programme was devised, whereby the Vietnamese authorities agreed to permit the orderly departure of individuals to resettlement countries, to avoid the clandestine and dangerous departures by sea.'     Comment En dix ans (1975-1985), près d'un million de "boat-people" ont fui le régime communiste vietnamien. La tragédie des "boat-people" suscite une vive émotion dans le monde et amène le secrétaire général des Nations unies à tenir une conférence internationale à Genève (juillet 1979), où le Vietnam est invité. Sous la pression de l'opinion internationale, Hanoi doit s'engager à supprimer "l'émigration semi-officielle des boat-people". En contrepartie, l'Occident accepte d'élaborer avec l'ONU le programme ODP (initiales du mot anglais "Orderly Departure Programme" ou programme de départs organisés).
