    Comment Non-differentiated commitment appropriations (c/a) and payment appropriations (p/a) are available for one year only, are of equal amounts and cover administrative expenditure. The institutions mop them up at the end of the year and usually move them to buildings because according to Article 13 of the Financial Regulation [ CELEX:32012R0966/EN ], non-differentiated appropriations [ IATE:786138 ] related to building projects only can be carried over to the next year, otherwise the funds are lost.Not to be confused with transfers of unused differentiated appropriations, which are 'global transfers' [ IATE:856411 ] or 'end-of-year transfers'.
