    Definition UNOCA (renamed UNOCHA in 1993) was created in 1988 , in the wake of the Geneva Accords that would lead, the following year, to the withdrawal of Soviet troops after a decade of foreign military presence in Afghanistan. Experience of UN coordination gained in Afghanistan and later in the Persian Gulf region served in shaping an overall United Nations humanitarian coordination service in the form of the Department for Humanitarian Affairs (DHA) in 1991, and its successor department, OCHA. By the end of October 2002, UNOCHA had folded and been incorporated into UNAMA (United Nations Assistance Mission in Afghanistan).     Comment - mandatée pour épauler et soutenir les efforts faits par la Libye afin de rétablir l'ordre et la sécurité publics et promouvoir l'état de droit;- entamer une concertation politique sans exclusive, encourager la réconciliation nationale et lancer la rédaction de la constitution et le processus électoral;- étendre l'autorité de l'État, notamment en renforçant les institutions responsabilisées qui commencent à se constituer et en rétablissant les services publics;- défendre et protéger les droits de l'homme, notamment ceux des personnes appartenant à des groupes vulnérables, et soutenir la justice transitionnelle;- prendre les mesures immédiates voulues pour relancer l'économie;- et coordonner l'appui qui pourrait le cas échéant être demandé à d'autres intervenants multilatéraux et bilatéraux.
