Nóta In case of the EP, these assessments are prepared by external experts selected by the European Parliamentary Research Service. It is up to the parliamentary committee(s) responsible to determine whether one or more of the amendments tabled during its consideration of a Commission proposal is 'substantial' and, if appropriate, whether it or they should be the subject of an impact assessment. [...] Impact assessments can be carried out at any stage of the legislative procedure, taking account of the time constraints specific to each reading, and provided that they do not unduly delay the legislative process. Nóta Il appartient à la ou aux commissions parlementaires compétentes de déterminer si un ou plusieurs des amendements déposés lors de l'examen d'une proposition de la Commission sont «substantiels» et, le cas échéant, s'ils doivent faire l'objet d'une analyse d'impact. Les analyses d'impact peuvent être réalisées à n'importe quel stade de la procédure législative, en tenant compte des contraintes de temps propres à chaque lecture et à condition qu'elles ne retardent pas indûment le processus législatif.
