- Sainmhíniú Ce volet régit la procédure de déficit excessif (PDE) [IATE:897977 ]. Cette procédure est déclenchée lorsque le déficit dépasse le seuil de 3 % du PIB fixé par le traité. S'il est décidé que le déficit est excessif selon les termes du traité, le Conseil fait parvenir des recommandations aux États membres concernés pour corriger le déficit excessif et leur donne un délai pour y parvenir. Le non-respect de ces recommandations déclenche d'autres étapes de la procédure, notamment d'éventuelles sanctions pour les États membres de la zone euro.
