    Comment Ce régime constitue une dérogation aux règles générales régissant le contrôle des personnes aux frontières extérieures des États membres de l'Union européenne qui sont fixées dans le code frontières Schengen. Il vise à assurer un équilibre entre, d'une part, le franchissement facilité de la frontière par les frontaliers de bonne foi qui ont des raisons légitimes de franchir fréquemment une frontière terrestre extérieure et, d'autre part, la nécessité d'empêcher l'immigration clandestine et de contrer les menaces potentielles que les activités criminelles font peser sur la sécurité.
