Definition the condition of not having or dwelling in a house; the condition of having no shelter or place of refuge Reference Council-EN based on Oxford English Dictionary
Comment NB: This is a general dictionary definition. The precise definitions of "houselessness" and "homelessness" for the purposes of European statistics and legislation are under discussion, as terms and definitions differ from one country to another (see CELEX:52010SC0099 ).ETHOS (European Typology of Homelessness and Housing Exclusion) divides homelessness and housing exclusion into four concepts: rooflessness, houselessness, insecure housing and inadequate housing. Houselessness is defined as the condition of having a place to sleep, albeit temporary in institutions or shelters. ETHOS gives five operational categories of houselessness: people in accommodation for the homeless, people in women's shelters, people in accommodation for immigrants, people due to be released from institutions and people receiving longer-term support (due to homelessness).
