    Sainmhíniú Le pacte doit permettre de mieux suivre l’évolution de la situation et les mesures adoptées, tant dans les États membres que chez les acteurs concernés. Prenant appui sur les meilleures pratiques en Europe, il doit aider à formuler des recommandations. Il appelle à l’action dans cinq domaines prioritaires: 1. Prévention de la dépression et du suicide; 2. La santé mentale chez les jeunes et dans le système éducatif; 3. La santé mentale sur le lieu de travail; 4. La santé mentale des personnes âgées; 5. La lutte contre la stigmatisation et l'exclusion sociale. Il rassemble les institutions européennes, les États membres, les acteurs des différents secteurs concernés, dont les personnes exposées à l'exclusion en raison de troubles mentaux, ainsi que la communauté scientifique.
