    Nóta Mehr als 100 Vertreterinnen und Vertreter von Industrie-, Schwellen- und Entwicklungsländern, von internationalen Entwicklungsorganisationen und aus Wirtschaft und Gesellschaft einigten sich in der „Erklärung von Paris“ auf fünf Grundprinzipien der wirksamen Zusammenarbeit:- Die Eigenverantwortung der Entwicklungsländer soll gestärkt werden („Ownership“).- Die Geber sollen Institutionen der Kooperationsländer nutzen und ihre Programme an den Strategien und Verfahren der Partner ausrichten („Alignment“).- Die Geber sollen ihre Programme und Verfahren untereinander abstimmen und harmonisieren („Harmonisation“).- Die Maßnahmen sollen auf Ergebnisse ausgerichtet sein („Managing for Results“). Das heißt, die Geber lassen sich an den Ergebnissen ihres entwicklungspolitischen Handelns messen (zum Beispiel Verringerung der Analphabetenquote) und nicht am finanziellen Einsatz (zum Beispiel zehn Millionen Euro für neue Schulen).- Geber- und Kooperationsländer sollen gemeinsam über ihr entwicklungspolitisches Handeln gegenüber der Öffentlichkeit und den Parlamenten Rechenschaft ablegen („Accountability“).
