- Nóta The Treaty on the Functioning of the European Union provides for various types of special legislative procedure: - those where the Council may act after consulting the European Parliament and, where appropriate, one or more other institutions (consultation procedure) - those where the Council may act after obtaining the consent of the European Parliament (consent procedure) - those where the European Parliament and the Council act jointly (e.g. to establish the European Union's budget - Article 314) - those where the European Parliament acts on its own initiative with the approval or consent of the Council
