- Nóta "Sponsorship can take various forms, such as financing, providing training or a territorial sanctuary, or transferring arms.The European Parliament has called for the EU and its Member States to develop an EU legal framework for the designation of states as sponsors of terrorism and states which use means of terrorism.1 'State-sponsored terrorism' here is seen as opposed to state terrorism, which is conducted directly by the state.
