Where a surveyor of ships carries out a survey before the issue of a Cargo Ship Safety Construction Certificate on a ship the keel of which was laid before the 14th May, 1967, the fee payable on such survey shall be four times the amount shown in column (3) of the Table of Fees in Article 33.
