- Definition Initiative conjointe de la Commission et de la BEI -associant aussi le Parlement, des banques publiques et privées ainsi que le réserau EUROFI - lancée à Nice en septembre 2008 et visant à accroître l'offre de microcrédit en Europe. JASMINE fournira une assistance technique aux institutions de microfinance pour les aider à être des intermédiaires financiers crédibles et obtenir plus facilement des capitaux. Une cellule JASMINE sera mise en place au sein du FEI pour évaluer les plans d'entreprise des IMF candidates à un financement et les aider à atteindre un niveau de qualité tant au plan de leur gouvernance que de leur gestion financière et de leur politique commerciale. - Comment l’originalité de JASMINE est d’associer plusieurs institutions de l’Union Européenne (Commission, BEI, Parlement) ainsi que des banques publiques et privées, le réseau EUROFI (groupe de réflexion dédié aux services financiers et bancaires européens) et des donateurs. Le projet débutera au début de l’année 2009 par une phase pilote qui devrait durer trois ans. Le capital de départ de l'ensemble du projet est d'environ 50 millions d’euros. La Commission Européenne et le FEI contribueront à la mise en œuvre de cette initiative en y consacrant des ressources disponibles dans le cadre de la politique de cohésion et des moyens mis à disposition par le groupe BEI/FEI et d'autres partenaires financiers
