- Comment In France, an 'appel d'offres' (call for tenders) is a procurement procedure without negotiation. However, in general usage in the context of procurement for contracts under the EU budget, the English term 'call for tenders' is often used synonymously with 'procurement procedure' [ IATE:766878 ] to refer to ALL types of procedure, including those with negotiation, or in the plural 'calls for tenders' to refer to public procurement as a whole [ IATE:784211 ]. Not to be confused with an 'invitation to tender' [ IATE:772609 ], which is an invitation issued to selected candidates to submit a tender as part of a restricted procurement procedure.
