- Comment Principe s'inscrivant dans le cadre de la gestion des risques. A ne pas confondre avec le principe de prévention [IATE:158640 ]. Il y a prévention lorsque le risque est connu, et précaution lorsque le risque est mal connu et incertain. Le traité CE ne contient qu'une seule référence explicite au principe de précaution, à savoir dans le titre consacré à la protection de l'environnement. Toutefois, dans la pratique, le champ d'application du principe est beaucoup plus large et s'étend également à la politique des consommateurs et à la santé humaine, animale ou végétale. En l'absence d'une définition dans le traité (ou autres textes communautaires), le Conseil a demandé à la Commission d'élaborer des lignes directrices claires et efficaces en vue de l'application de ce principe. Elles sont contenues dans la communication de la Commission du 2 février 2000 sur le recours au principe de précaution [COM(2000) 1 final - Non publié au journal officiel].
