Ce groupe figure depuis juin 2014 dans le règlement (CE) n°881/2002 du Conseil du 27 mai 2002 instituant certaines mesures restrictives spécifiques à l’encontre de certaines personnes et entités liées au réseau Al-Qaida (voir: http://eur-lex.europa.eu/legal-content/FR/TXT/?uri=CELEX%3A02002R0881-20140903&qid=1413556675059 )Selon Le Monde diplomatique de septembre 2014 http://www.monde-diplomatique.fr/2014/09/HARLING/50787 , ce mouvement djihadiste ne constitue en rien un nouvel État, puisqu'il rejette la notion de frontière et se passe largement d'institutions.
