    Sainmhíniú The Disaster Prevention and Preparedness Agency (also known as Commission), an Ethiopian government agency, formerly the Relief and Rehabilitation Commission (RRC), was first established in Addis Ababa in 1974 in the aftermath of the 1973 drought and famine in the two northern provinces of Ethiopia (Wollo and Tigray). It played a central role in bringing the 1984-1985 famine in Ethiopia to the public's attention, and helped to distribute international aid to the areas in need of help.     Sainmhíniú Autrefois dénommée RRC, la DDPA (ou DPPC) est une agence du gouvernement éthiopien fondée à Addis-Abeba en 1974, au lendemain de la sécheresse et de la famine qui ont sévi dans les deux provinces du nord de l'Éthiopie (Wollo et Tigré) en 1973. C'est surtout elle qui a sensibilisé le public à la famine de 1984-1985 en Éthiopie et aidé à distribuer l'aide internationale dans les zones nécessiteuses.     Nóta Un premier programme Euromed de protection civile a été mis en œuvre par l'Italie et l'Égypte de 1998 à 2003 en vue de la création, dans le cadre du Processus de Barcelone, d'un système euro-méditerranéen effectif et durable de réduction, de prévention et de gestion des catastrophes naturelles et d'origine humaine.Un programme intermédiaire associant l'Algérie, l'Égypte, l'Italie, la France ainsi que la Commission européenne et le Conseil a été lancé en fév. 2005, pour une durée de deux ans, dans le but de consolider le réseau euro-méditerranéen de services et d'experts de protection civile déjà établi, en promouvant la coopération et l'interaction entre les autorités et les différentes institutions concernées.La structure de gestion du programme comporte un Comité opérationnel et un Comité de Pilotage.

    Nóta Set up in 1987 by Council of Europe Resolution Res(87)2 setting up a co-operation group for the prevention of, protection against, and organisation of relief in major natural and technological disasters (24.6.2020).Its field of action covers the knowledge of hazards, risk prevention, risk management, post-crisis analysis and rehabilitation.NB: The Council of Europe uses the name 'EUR-OPA Major Hazard Agreement' to refer to the administrative entity, the Co-operation Group for the prevention of, protection against, and organisation of relief in major natural and technological disasters, set up by Council of Europe Resolution RES(87)2 (24.6.2020). A Council of Europe Partial Agreement is not, in fact, a treaty, but merely a form of cooperation within the organisation. From a statutory point of view, a partial agreement remains an activity of the Organisation in the same way as other programme activities, except that a partial agreement has its own budget and working methods which are determined solely by the members of the partial agreement.
