- Comment Le statut de pays candidat ne donne cependant pas un droit à l'adhésion automatique à l'Union. D'une part, la Commission examine la candidature à la lumière des critères d'adhésion (critères de Copenhague). D'autre part, le processus d'adhésion commence à partir de la décision du Conseil européen d'ouvrir les négociations d'adhésion. Selon la situation des pays candidats, ceux-ci peuvent être engagés à mettre en œuvre un processus de réforme dans la perspective d'aligner leur législation sur l'acquis communautaire et de renforcer leurs infrastructures et administrations si nécessaire. Le processus d'adhésion s'appuie sur la stratégie de préadhésion qui propose des instruments tels que l'aide financière.
