- Comment The definition in Directive 2001/55/EC is restricted to ‘third-country nationals or stateless persons’. The Commission’s glossary (which takes that Directive as its source) changes ‘third-country’ to ‘non-EU’ (which does not affect the meaning). The definition in Regulation (EC) No 343/2003 is restricted to ‘unmarried persons’.
