- Sainmhíniú The Council meets at ministerial level (Foreign Affairs and Defence) twice a year and at ambassadorial level once a week, the latter being the "Permanent Council." The Council meeting at ministerial level is referred to as "Conseil des Ministres" ("Ministerial Council") in the Lisbon Declaration of 15 May 1995, p. 2. WEU now has its headquarters in Brussels. Originally they were in London. Both the Ministerial Council and the Permanent Council have three different compositions: (a) 10 (the full members); (b) 18 (full members, associate members and observers); (c) 27 (full members, associate members and associate partners).
