    Comment The charter was signed in Tirana, Albania, on 2 May 2003.In 2008, Montenegro and Bosnia and Herzegovina officially joined the charter and Serbia accepted observer status. The unofficial name of the charter was therefore changed from A-3 to A-5, reflecting the number of members (excluding the United States). Kosovo has also had observer status since 2012. On 1 April, 2009, Albania and Croatia became the first of the group to join NATO. On 5 June, 2017, Montenegro joined NATO.

    Comment La charte a été signée le 2 mai 2003 à Tirana (Albanie).En 2008, le Monténégro et la Bosnie-Herzégovine ont officiellement adhéré à la charte et la Serbie s'est vu conférer le statut d'observateur. Le nom officieux de la charte (A-3) est alors devenu A-5 pour réfleter le nombre de membres (5 à l'exclusion des États-Unis).Le Kosovo jouit également du statut d'observateur depuis 2012.Le 1er avril 2009, l'Albanie et la Croatie sont devenus les premiers pays du groupe à adhérer à l'OTAN. Le Monténégro les a rejointes le 5 juin 2017.
