    Comment "Dans le contexte bien défini des procédures d’attribution, il convient de distinguer quatre situations:i) les conflits d’intérêts au sens de l’article 61 du règlement financier de 2018;ii) les tentatives d’influer indûment sur une procédure d’attribution ou d’obtenir des informations confidentielles (considérées comme une faute professionnelle grave);iii) la participation à la préparation de documents utilisés lors de la procédure d’attribution et iv) les intérêts à caractère professionnel contradictoires.Il convient de réserver l’expression «conflit d’intérêts» aux cas où une personne ou une entité exerçant des responsabilités dans l’exécution, l’audit ou le contrôle du budget, un fonctionnaire ou un agent d’une institution de l’Union ou une autorité nationale à tout niveau se trouve dans une telle situation.
