    The eighth Biennial Meeting of States (BMS8), which took place in June 2022, and the fourth Review Conference (RevCon4), scheduled for 2024, provide opportunities for states to take stock of the remaining gaps, address new challenges and set in motion remedial and corrective policy and operational measures, enabling States to strengthen the global policy agenda and the effectiveness of the PoA and ITI.

    Dá bhrí sin, chomhaontaigh na stáit ag an Seachtú Cruinniú Débhliantúil na Stát maidir le PoA (BMS7) “breithniú ar spriocanna deonacha náisiúnta agus réigiúnacha a bhunú i gcomhréir le forálacha an Chláir Gníomhaíochta, agus comhthéacsanna éagsúla náisiúnta agus réigiúnacha á gcur san áireamh, d’fhonn úinéireacht náisiúnta agus réigiúnach agus tomhas an dul chun cinn maidir le cur chun feidhme a neartú.” Ba cheart baint a bheith ag na spriocanna sin le gníomhaíochtaí a leagtar amach i bpleananna gníomhaíochta náisiúnta nó straitéisí náisiúnta maidir le SALW, lena n-áirítear treochláir réigiúnacha, agus ba cheart iad a bheith intomhaiste agus ailínithe le PoA agus ITI agus leis na Spriocanna a comhaontaíodh i gClár Oibre 2030.

    Hence, states agreed at the Seventh Biennial Meeting of States on the PoA (BMS7) “to consider the establishment of voluntary national and regional targets in line with the provisions of the Programme of Action, taking into account varying national and regional contexts, with a view to strengthening national and regional ownership and the measurability of implementation progress.” Such targets should relate to actions set out in national action plans or strategies on SALW, including regional roadmaps, and should be measurable and be aligned with the PoA and ITI as well as the Goals and targets agreed in the 2030 Agenda.

    Thairis sin, sa tuarascáil chríochnaitheach ón Ochtú Cruinniú Débhliantúil na Stát chun breithniú a dhéanamh ar chur chun feidhme Chlár Gníomhaíochta na Náisiún Aontaithe (2002) tugtar faoi deara a thábhachtaí atá sé creataí rialála náisiúnta diana a fhorbairt nó a bhunú chun SALW a mharcáil, a thaifeadadh agus a rianú, i gcomhréir leis an Ionstraim Idirnáisiúnta Rianaithe chun atreorú agus aistriú idirnáisiúnta aindleathach SALW chuig faighteoirí neamhúdaraithe a chosc agus a chomhrac.

    Furthermore, the final report of the 2022 ‘Eighth Biennial Meeting of States to Consider the Implementation of the UN Programme of Action’ notes the importance of developing or establishing strict national regulatory frameworks for the marking, recording and tracing of SALW, in line with the International Tracing Instrument to prevent and combat the diversion and the illicit international transfer of SALW to unauthorised recipients.
