    Á chur in iúl gur mór aici, chun dlús a chur leis an bpróiseas earcaíochta do phoist bhainistíochta, go bhfuil bearta glactha ag stiúrthóireacht an Choiste um acmhainní daonna agus airgeadas chun feasacht a ardú i measc uachtaráin na ngrúpaí agus i measc cheannairí rúnaíochtaí na ngrúpaí maidir leis an ngá pleanáil a dhéanamh ar roghnúcháin agus ar earcaíochtaí amach anseo chun go seachnófar tréimhsí fada post ad interim agus poist dhúbailte a bheith ag bainisteoirí, ar mhaithe leis an tseirbhís, agus gur tugadh treoracha don fhoireann a bhíonn ag déileáil le hearcaíocht, mar aon le beartas réamhghníomhach maidir le poist fholmha a fhoilsiú; ag tabhairt dá haire gur cheap an stiúrthóireacht um acmhainní daonna agus airgeadas plean gníomhaíochta mionsonraithe le haghaidh earcaíocht agus coinneáil foirne, a d’fhormheas an bord bainistíochta an Choiste i mí Dheireadh Fómhair 2021, agus go bhfuil struchtúr air atá bunaithe ar réamhphleanáil, ar tharraingteacht agus ar choinneáil tallainne;

    Appreciates that to speed up the recruitment process for management positions, the Committee’s directorate for human resources and finance has taken measures to raise awareness among the group presidents and heads of group secretariats on the need to plan selections and recruitment ahead in order to avoid, in the interest of the service, extended periods of ad interim positions and managers having double posts, and instructions have been given to the staff dealing with recruitment, accompanied by a proactive policy in publishing vacant posts; notes that the directorate for human resources and finance devised a detailed action plan for recruitment and the retention of staff, which was approved by the Committee’s management board in October 2021, structured around forward planning, raising attractiveness and talent retention;

    Asks the Committee to further engage in awareness-raising actions regarding the ethical framework and whistleblowing procedures; welcomes the mandatory training course on ethics and integrity for all members of staff including newcomers following a decision adopted in 2021; calls on the Committee to make this training mandatory for members and managers; welcomes the creation of a post as coordinator on ethics within the Committee’s Directorate for Human Resources and Finances supported by a new team of ethics counsellors; appreciates the signature of a new service level agreement with the Commission’s Investigation and Disciplinary Office (IDOC) to professionalise administrative enquiries;

    Welcomes the action plan for recruitment and retention of staff devised by the Committee’s directorate for human resources and finances, approved in October 2021, and the future revision of the Committee’s mobility policy; calls on the Committee to ensure the necessary involvement of staff representatives in the implementation of the action plan and in the review of the mobility policy respectively; welcomes the Committee’s participation in the interinstitutional working group established to tackle the problems arising from a limited pool of candidates and the lack of reserve lists of laureates from open competitions;
