The ESF+ Regulation requires the managing authorities to report twice to the Commission the results of a structured survey of the end recipients regarding the support received from the ESF+ under the specific objective set out in point (m) of Article 4(1) of the ESF+ Regulation and also focusing on their living conditions and the nature of their material deprivation, carried out during the previous year.

In accordance with the principle of subsidiarity and subject to exceptions provided for in Regulation (EU) No 1301/2013 of the European Parliament and of the Council [9], the ESF Regulation, Regulation (EU) No 1300/2013 of the European Parliament and of the Council [10], Regulation (EU) No 1299/2013 of the European Parliament and of the Council [11], Regulation (EU) No 1305/2013 of the European Parliament and of the Council [12] and in the EMFF Regulation, Member States should adopt national rules on the eligibility of expenditure.

By way of derogation from paragraph 1, the Commission shall not need to assess the consistency of the dedicated operational programmes for the YEI referred to in point (a) of the second paragraph of Article 18 of the ESF Regulation and dedicated programmes referred to in point (b) of the first subparagraph of Article 39(4) of this Regulation with the Partnership Agreement in the absence of the submission by the Member State of its Partnership Agreement at the date of submission of such dedicated programmes.

By way of derogation from the requirement referred to in the first subparagraph, programmes under the European territorial cooperation goal may be approved by the Commission before the adoption of the decision approving the Partnership Agreement and dedicated operational programmes for the YEI referred to in point (a) of the second paragraph of Article 18 of the ESF Regulation and dedicated programmes referred to in point (b) of the first subparagraph of Article 39(4) of this Regulation may be approved by the Commission before the submission of the Partnership Agreement.

Where an urban development strategy or other territorial strategy, or a territorial pact referred to in Article 12(1) of the ESF Regulation, requires an integrated approach involving investments from the ESF, ERDF or Cohesion Fund under more than one priority axis of one or more operational programmes, actions may be carried out as an integrated territorial investment (an 'ITI').

The number of young unemployed persons between the ages of 15-24 shall be identified in the eligible NUTS level 2 regions as defined in Article 16 of the ESF Regulation, namely NUTS level 2 regions that have youth unemployment rates for young persons aged 15 to 24 of more than 25 % in 2012 and, for Member States where the youth unemployment rate has increased by more than 30 % in 2012, regions that have youth unemployment rates of more than 20 % in 2012 (the ‘eligible regions’).

Member States who benefit from the additional resources for the specific allocation for the YEI for 2019 as referred to in the first subparagraph may request the transfer of up to 50 % of the additional resources for the specific allocation for the YEI to the ESF in order to constitute the corresponding ESF targeted investment as required by Article 22 of the ESF Regulation.

The agreed text also states that the Commission may propose amendments to the ESF+ Regulation following an assessment of the use of temporary measures, and this proposal may include amendments to thematic concentration requirements except those relating to support to youth employment, and support to the most deprived.

Having regard to Regulation (EU) 2021/1057 of the European Parliament and of the Council of 24 June 2021 on the European Social Fund Plus (ESF+) (‘ESF+ Regulation’), and in particular Article 23(4) thereof,
ciallaíonn ‘cistí faoi bhainistíocht roinnte’ cistí lena bhforáiltear don fhéidearthacht sciar de na cistí sin a leithdháileadh ar sholáthar do ráthaíocht bhuiséadach faoi urrann an Bhallstáit de Chiste InvestEU, eadhon Ciste Forbraíochta Réigiúnaí na hEorpa (CFRE) agus an Ciste Comhtháthaithe atá le bunú le Rialachán ó Pharlaimint na hEorpa agus ón gComhairle maidir le Ciste Forbraíochta Réigiúnaí na hEorpa agus maidir leis an gCiste Comhtháthaithe do na blianta 2021-2027, Ciste Sóisialta na hEorpa Plus (CSE+) atá le bunú le Rialachán ó Pharlaimint na hEorpa agus ón gComhairle maidir le Ciste Sóisialta na hEorpa Plus (CSE+) (‘Rialachán CSE+ le haghaidh 2021-2027’), an Ciste Eorpach Muirí, Iascaigh agus Dobharshaothraithe (CEMID) atá le bunú le Rialachán ó Pharlaimint na hEorpa agus ón gComhairle maidir leis an gCiste Eorpach Muirí, Iascaigh agus Dobharshaothraithe, agus lena n-aisghairtear Rialachán (AE) Uimh. 508/2014 agus an Ciste Eorpach Talmhaíochta um Fhorbairt Tuaithe (CETFT) atá le bunú le Rialachán ó Pharlaimint na hEorpa agus ón gComhairle lena mbunaítear rialacha maidir le tacaíocht do phleananna straitéiseacha a bheidh le tarraingt suas ag na Ballstáit faoin gComhbheartas Talmhaíochta (Pleananna Straitéiseacha CBT) agus arna maoiniú ag an gCiste Eorpach um Ráthaíocht Talmhaíochta (CERT) agus ag an gCiste Eorpach Talmhaíochta um Fhorbairt Tuaithe (CETFT) agus lena n-aisghairtear Rialachán (AE) Uimh. 1305/2013 ó Pharlaimint na hEorpa agus ón gComhairle agus Rialachán (AE) Uimh. 1307/2013 ó Pharlaimint na hEorpa agus ón gComhairle (‘Rialachán na bPleananna Straitéiseacha faoi CBT’);
‘funds under shared management’ means funds that provide for the possibility of allocating a portion of those funds to the provisioning for a budgetary guarantee under the Member State compartment of the InvestEU Fund, namely the European Regional Development Fund (ERDF) and the Cohesion Fund to be established by a Regulation of the European Parliament and of the Council on the European Regional Development Fund and on the Cohesion Fund for the years 2021-2027, the European Social Fund Plus (ESF+) to be established by a Regulation of the European Parliament and of the Council on the European Social Fund Plus (ESF+) (the ‘ESF+ Regulation for 2021-2027’), the European Maritime, Fisheries and Aquaculture Fund (EMFAF) to be established by a Regulation of the European Parliament and of the Council on the European Maritime, Fisheries and Aquaculture Fund and repealing Regulation (EU) No 508/2014 and the European Agriculture Fund for Rural Development (EAFRD) to be established by a Regulation of the European Parliament and of the Council establishing rules on support for strategic plans to be drawn up by Member States under the Common agricultural policy (CAP Strategic Plans) and financed by the European Agricultural Guarantee Fund (EAGF) and by the European Agricultural Fund for Rural Development (EAFRD) and repealing Regulation (EU) No 1305/2013 of the European Parliament and of the Council and Regulation (EU) No 1307/2013 of the European Parliament and of the Council (the ‘CAP Strategic Plans Regulation’);
